Letter to President Sheinbaum: U.S. Energy Firms Warn of Service Disruptions Without Action on PEMEX Debts

Energy Workforce recently sent a letter to Mexican President Sheinbaum requesting her leadership and support in convening a high-level dialogue with PEMEX regarding outstanding obligations to the sector.

Energy Workforce Members, which make up more than 60% of the oilfield service companies contracted by PEMEX, have operated for over 85 years in Mexico and provide both the technology and manpower to ensure the efficient and safe production of oil and natural gas.

In the letter, Energy Workforce expresses a growing concern from member’s ability to operate and ensure the continued investment, employment, and operational stability of Mexico’s energy system due to the outstanding non-payment from PEMEX.

According to internal estimates, PEMEX owes EWTC companies:

  • $871 million USD for services rendered in 2024 that remain uncollectible without the required COPADES documentation
  • $983 million USD for work completed in 2025, including unpaid and unbilled services
  • $2.5 billion USD in additional contracted work scheduled for 2026

EWTC is requesting immediate action on three key fronts:

  1. Recognition of Past Debts – Issuance of COPADES to validate and process outstanding invoices
  2. Access to COPADES System – Full vendor access to the digital invoicing portal to ensure transparency and accountability
  3. Clarity on Future Payments – A clear timeline and payment mechanism to restore operational stability
