
HOUSTON- Energy Workforce & Technology Council (EWTC) Board of Directors recently elected four new members to its Advisory Board during the 2024 Third Quarter Meeting on July 24 2024, in Houston, Texas.
Members elected include Courtney Brownie, Vice President of Finance & Commercial, Power Solutions at NexTier; Jeff Busby, VP New Energy at Weatherford; Jennifer Simons Senior Vice President, Chief Legal Officer and Secretary at Oceaneering; and Jocelyn Waggoner, VP Core Technologies, One Engineering at TechnipFMC.
The EWTC Advisory Board contributes to the Energy Workforce’s strategic direction, promotes participation within their companies, and serve in key leadership roles in the energy technology and services sector of the oil and gas industry.
Advisory Board members are elected to three-year terms. Congratulations to these industry leaders who will serve a critical role in guiding EWTC and the energy services and technology sector as the industry continues to meet growing global demand and provide affordable, reliable energy across the country and around the world.

Courtney Brownie | Vice President of Finance & Commercial, Power Solutions, NexTier
Courtney Brownie is Vice President of Finance & Commercial, Power Solutions for NexTier. Courtney was internally recruited to lead the financial startup and commercial launch of Power Solutions, an organically grown natural gas fueling business within NexTier. She is now focused on continued growth and expansion of the business by evaluating strategic investments, analyzing new market opportunities, and building relationships with key clients. Previously at NexTier, she held increasing roles of responsibility leading operations finance for completions and well servicing segments for U.S. Land. Courtney currently has 19 years of experience in the oil and gas industry. Prior to NexTier, she worked for Baker Hughes for 9 years in various financial roles including compliance, corporate financial planning and reporting, and operations financial planning and analysis. Courtney was selected as an Oil and Gas Investor’s Influential Women in Energy nominee for 2024. She has a business administration degree in accounting from Texas A&M University and is a Certified Public Accountant in Texas.

Jeff Busby | VP New Energy, Weatherford
Jeff Busby is the Vice President of New Energy at Weatherford, where he is spearheading the company’s growth in the energy transition sector.
Before his current role at Weatherford, Jeff spent 15 years at ABB, where he progressively took on roles with increasing responsibility. In his most recent position at ABB, he managed a $250 million business across the United States, achieving substantial growth and market expansion in the energy industry. Jeff initiated a strategic focus on the energy transition in 2020, concentrating on geothermal, CCUS (carbon capture, utilization, and storage), hydrogen, LNG, and sustainable aviation fuels. This initiative positioned ABB for significant growth, which was successfully realized. Prior to this, Jeff established and grew ABB’s Electrical Distribution Systems business to over $100 million, providing turnkey solutions in the energy industry. With 18 years of experience in the energy sector, Jeff has a proven track record of success from both commercial and business perspectives.
Jeff holds an executive MBA from the Wharton School of the University of Pennsylvania, an MBA from Bauer Business School at the University of Houston, and a Bachelor of Science in Engineering Management from Missouri University of Science & Technology.

Jennifer Simons | Senior Vice President, Chief Legal Officer and Secretary, Oceaneering
Ms. Simons joined Oceaneering in January 2023 as Senior Vice President, Chief Legal Officer and Secretary. Prior to that time, Ms. Simons worked for Parker Drilling Company (including certain affiliates, “Parker Wellbore”) from 2010 in roles of increasing seniority and responsibility. She most recently served as Senior Vice President, Chief Administration Officer, General Counsel and Corporate Secretary from July 2020, Vice President, General Counsel and Corporate Secretary from April 2018, and General Manager of Parker Wellbore’s Canadian offshore drilling operations from 2016, following primarily legal roles of increasing responsibility. Prior to joining Parker Wellbore, Ms. Simons practiced law with a private law firm. She has more than 15 years of experience representing oil and gas industry clients.

Jocelyn Waggoner | VP Core Technologies, One Engineering, TechnipFMC
Jocelyn Waggoner joined TechnipFMC in 1998 after completing her Mechanical Engineering degree from Texas A&M University. Jocelyn began her career as a subsea engineer in the Tree Group designing and installation trees around the globe. In 2010, she moved into the Technology organization where she was the Program Manager for all High Pressure/ High Temperature projects and the Director of Technology Programs within Well Control and Manifolds for our EMS organization. Early 2018 she moved into the commercial team as the Director of Global Technical Management. In April of 2019, Jocelyn moved to the role of VP Product Management. In this role she created and managed the Product Management function as well as ensuring consistency, interdependencies and gaps across all product lines are highlighted and understood. Early 2020, she accepted a combined role as VP, Front End and Systems Engineering for North and South America. In this role, she managed a team of engineers responsible for the technical solutions we offer to our clients. In 2022, Jocelyn joined New Energy as Vice President of Projects and Operations. She is responsible for executing tenders and projects in our new business unit for the company as well as a member of the Board for IOGP representing TechnipFMC. In 2024, Jocelyn has transitioned into managing Core Technologies within Engineering supporting all product lines and business segments for TechnipFMC. Within this role, she is also responsible for the centralization and management for TechnipFMC’s Industry support. She resides in Houston with her husband of 25 years and her two daughters: one a senior in high school and her oldest a junior at Texas A&M.
